Help! What is an 'anticipated initial assignment' as opposed to a 'contract for employment"?

I did not receive my usual yearly contract at my place of employment this year. Instead I received an 'anticipated initial assignment' letter that also states 'this letter is not a commitment to or guarantee of any specific period of employment, salary, job location or job duties' is there anything I CAN expect? Any information will be greatly appreciated.
