What does the editor-in-chief do for a school newspaper?

Can you help me with my school newspaper?

1) I need a newspaper name 2) I need a way to get my principle and english teacher to let me make a school newspaper. 3) i need a layout for my newspaper 4) Should i have word searches , comics , word finds , weather forecast , out-side of school news. and what else do you think. If you would like just to post something please don't waste my time , if you are in charge of a school newspaper or use to be please help.
