What does the editor-in-chief do for a school newspaper?

How can i make a newspaper for my school?

• ok this is the situation~ my school isn't very active. We do have basketball and student council, but the school doesn't want the student council to do anything, so every time they suggest something, the board says no. They cannot ban newspapers or student councils, But they can say yes or no to the ideas. The newspaper has more freedoms and we are allowed to write about anything that does not harm the school or any staff or student. The students are not so active to writing newspapers or anything since its not counted as extra credit or anything. i would really like to start it (i am a senior and i have been in this school since 9th grade) and as my last year I want to be remembered as the one who started the news paper. i dont want just papers, i want like the paper to look like a newspaper. like is there a template that i can change background into newspaper form or anything? hoping for a free one since being a senior my money is spent on books...wait for me to add more information
