Do reporters ever change quotes to make them read better? e.g. correct grammar, fix run on sentences, etc?

I'm wondering because many times in newspapers the quotes sound so correct, so smooth, and I don't know if the people actually said 100% of those words. I'm not saying reporters doctor them or make big changes, but do they replace an occasional "it" with a more specific word, for example? How many changes can they make before it's illegal or unethical? Of course, if they preserve the content and spirit of the meaning. I'm wondering about reputable publications in specific: NYT, Time, Wall Street Journal, Washington Post, etc.

A court reporter writes exactly what is being said. For example, "I seen him outside the building and I axed him what he was doing." Often the Latin adverb [sic] may be appended to indicate that a quoted passage, (especially one containing an error or unconventional spelling,) has been retained in its original form or written intentionally. It is probable that a journalist may on occasion change a quotation to correct grammar, but it would be libelous to misquote a person in a material way. Each publication probably has specific quidelines regarding submission of quoted material which the journalist must follow. Much of what is reported in newspapers comes from the newswire sources Reuters and United Press International which also probably have guidelines for reputable reportage.

I've changed bad grammar, put in quotation marks , taken out the occasional swear word most newspapers will as they have a style guide they must adhere to.

I admit that I do, but not so much as to make the person sound like me. I don't alter their voice, so to speak, but when they make themselves sound stupid, I help them out. Other than that, I don't change quotes any more than I feel necessary, but I never change their meaning in the slightest bit whatsoever! ps. I work for a small paper in ohio, not some sensational paparazzi-wannabe like the ones you mentioned.
