  • http://www.rediff.com/news/slide-show/slide-show-1-a-pms-letter-we-would-all-like-to-see/20110628.htm MR.PRIME MINISTER: TIME TO THUMP THE TABLE B.RAMAN Mr.Prime Minister, The time to thump the table has come. The time to say: Here I am. Here I will be. The Prime Minister of India. The time to tell the people of India: I have received your message. I understand your anguish over the state of India. I share your concerns over corruption. I realise that it has become the single dominating issue governing the thought process of the nation. Of what use eight plus growth rate, of what use my unblemished reputation as a man of integrity, if I am perceived by large sections of the people as heading a Government of the corrupt, by the corrupt and for the corrupt. I am determined to see that your anguish is mitigated and that your concerns are addressed in the short time that is still left for me to serve as the Prime Minister of this great nation. If I cannot do that due to circumstances beyond my control, I will quit without a moment’s hesitation. Heavens won’t fall if I cease to be the Prime Minister of India. I would rather be an ordinary citizen of this great country than be its effete Prime Minister unable to do what he wants to do, unable to do what he ought to do. The time to tell your colleagues in your Cabinet: I am the Prime Minister so long as I sit in this chair. I shall remain the Prime Minister. I will be heard. I will be respected. I will be obeyed. My instructions will be adhered to. Those not willing to do so, better quit the Cabinet. If they don’t, I would not hesitate to drop them from the Cabinet. The time to tell Mrs.Sonia Gandhi, the President of the Congress (I): I may have been nominated by you to sit in this chair. So long as I sit in this chair, I am the Prime Minister of India and not you. All governmental authority will flow from me and not from you. My voice and my authority will count --- and count decisively—in all policy matters affecting national interests. My first obligation as the Prime Minister is to the people of India. I will listen to their voice and let that voice have its due role in influencing policy-making. There cannot be two centres of authority. The country cannot afford to have a Prime Minister who is seen by the people as no Prime Minister. Hereafter, I will either be the effective Prime Minister of India or you look for someone else with whom you feel comfortable and who will carry out your wishes. If I quit, the worst that can happen to me is that I will be reduced to a non-person as it happened to Narasimha Rao. So be it. I will rather go down in history as a non-person, but who was respected by his people rather than as a Prime Minister who was laughed at by his people. The time to tell your colleagues in the Congress (I):Better stop your campaign to weaken my authority as the Prime Minister of India and to project Rahul Gandhi as born to be the Prime Minister of India. I do not see my job only as to keep the chair warm for Rahul Gandhi. I see my job as meant to address the needs and concerns of the people of India. So long as I sit in this chair, I will do what the people of this country expect me to do in the interest of the nation and not what you expect me to do in the interest of Rahul Gandhi. If you are not prepared to accept this, advise Mrs.Sonia Gandhi to nominate another Prime Minister. Mr.Prime Minister, The time to assert yourself has come. The time to put all your detractors in your Cabinet and your party in their place has come. The time to protect the integrity and honour of the institution of the Prime Minister of India has come. The nation looks up to you to act boldly and to lead the people of India instead of being perceived merely as driftwood. Act, Mr. Prime Minister, act. The people of this country will be behind you. ( B.Raman,The writer is Additional Secretary (retd), Cabinet Secretariat, Govt. of India, New Delhi.)

Before I offer my views,I would like to cite a daily occurrence in my home. When I return home after a day's hard work,my lazy dog who lies on the floor always greets me by thumping his fat tail on the floorboard without even getting up on his feet. Mr.Raman's counselling to the PM that the time has come for him to thump the table only amuses me in that context that I liken the PM to my dog,Einstein.Whose dog the PM is ,is very well known. As Mr.Raman says the time has come for the PM. Whether he flexes his spine to stand up and thump the hell out of not merely the table but every sycophant and non-performer around him or whether he is going to thump the floorboard remains to be seen. This PM who has not even had the guts to face an electorate so far and always has to rely on the backdoor entry for which he chose to fabricate an address in some other place than his normal place of residence has only his putative integrity to boast of.Even this is taking a beating because he kept mum when his subordinates were cleaning out the treasury and enriching themselves and didn't bother or have the guts to sack them or even haul them up and ask them to render accounts. Do you seriously believe that such a PM will ever heed Mr.Raman's call to thump the table and do all the things suggested?Let him at least, for starters show some spine and kick out another non performer,Mr.Alagiri.Oh! No,the fraidy-cat or if you prefer scaredy-cat will hide under the sheets before he even can think of taking such a step. But all the same ,I must say that Mr.Raman's advise couldn't have come at a more appropriate time than NOW.Will our PM act? Have an excellent day.

Sometimes the politicians appear to talk to people, but the message would go to the intended quarters that would be too evident in the message itself. If Karuna talks suddenly about the plight of Sri Lankan Tamils, people know that he is angry with Congress and is warning them not to irritate him in some annoying issue of the time! Even so, the author knows that his great call wouldn't reach the ears of PM which are covered by the turban of blind support to Ms Sonia! Whether the PM is so much attached to his august post that carries no value at present, or just afraid to antagonise the power centres, is not clear! Anyway he doesn't need such elementary advice to adhere to his constitutional and ethical duties! He is willfully shirking his duties, unbecoming of his stature as a knowledgeable and intelligent elite, who had held high posts in the bureacratic life! So the article though overtly addressed to the PM, is just a letter intended to carry message to us, that here we have a most incorrigible elite whose greed for power or blind servility had made the country suffer all the scandals, etc! I appreciate the way he builds up the subject to show what are all lacking in the highest post and in what manner! The plea for undoing the evil weaknesses are just cosmetic inclusions to suggest the message is for PM - which it is not, anyway!

This is the cry of the institution of Prime Minister which has plummeted and dragged to the edge , becoming a butt of ridicule before one and all. The chair is nobody's birth right and none has the power to template oligarchy in a democracy. The hegemony of one family is not acceptable to the people. The learned incumbent must try and salvage the sanctity of the chair. I particularly liked the lines---- """I do not see my job only as to keep the chair warm for Rahul Gandhi. I see my job as meant to address the needs and concerns of the people of India. So long as I sit in this chair, I will do what the people of this country expect me to do in the interest of the nation and not what you expect me to do in the interest of Rahul Gandhi. If you are not prepared to accept this, advise Mrs.Sonia Gandhi to nominate another Prime Minister.""" Mr B Raman has rightly addressed people's grievances.

Raman has told the P.M. what all right-thinking Indians wish to tell him. Now it's up to Mr Manmohan Singh to decide if he is going to be self-respecting or not. Thanks Mr Raman. Please keep telling the TRUTH !
