On Google maps the country of North Korea is just a silhoette, no cities, roads, rivers,why do they do that?

Answer:
Because the outside world doesn't have accurate cartography of this closed nation. Try Google Earth or Bing for satellite views. You will see rivers and a few cities but most the DPNK is rural and undeveloped so you're still going to be looking at a lot of blank space.
