Where can I look up phone numbers and either get the number or be told it's unlisted? Don't give me whitepages

I have tried both whitepages.com and yellowpages.com and am always connected to a site where you have to pay to get the phone number and anything else you don't want to know about the person! I used whitepages.com about seven years ago and found a high school friend I had been looking for with no problem now I have to pay to find a number - what's up with that!!!!???
