What should Philadelphia spend 400 billion dollars on to improve the city?

Get a goalie for the Flyers. Get Cliff Lee back for the Phillies. Bring in a few great players for the Sixers. Any money left over, buy some snow plows that will fit down those tiny streets in South Philly.

Well, with 400 billion dollars, we could give every man, woman and child in the city about 260 thousand--a bit over a million dollars for a family of 4. Then we could all improve the city ourselves: No poverty, top-notch private schools for every kid, no homeless people, no health care issues, you name it. Ahh, pipe dreams . . . :-)

Where are we getting 400 billion dollars? My top priorities would be the school system, police, and environmental health and sustainability. Basic services such as fire protection, libraries, and a WORKING tax assessment office are necessities, as well. I would spread the 400 billion over as many fiscal years as I could while keeping the priorities I just named.
