How do I register a small business in Queens, NY?

• 1. I went on the Queens County Clerk Office's website: http://www.nycourts.gov/courts/11jd/queensclerk/businessCertificates.shtml. This explains the process of filing for a "business certificate". Is this the same as registering your business name which is the FIRST step in starting a business? 2. It says I can "purchase the forms at any stationary store that carries legal forms". What kind of stationary stores are these? I went to Staples and they didn't have any. Please help here? NOTE: I want to register a small business (sold proprietorship) using my home in Queens, NY and sell a lot on eBay.
