What don't you like about the internet?

How does a 13 year old earn $400 in 5 1/2 weeks, I dont like manual labor or internet survey things for money?

  hmmm, that's about 80$ a week. Do you have cloths that doesn't fit anymore? Or toys you don't play with anymore? You can try selling them or Ebay, Craigslist or have a garage sell. What about babysitting? It's almost summer, how about a lemonade stand, but in addition to lemonade, also have smoothies, people would love those. You can also buy candies and ships in bulk and sell them too. Some cities offer jobs for teens during the summer. Check with your school and see if there are such programs in your town. If you did do manual labor, you can clean out people's backyard, or garages, in addition to their house. Try going to neighboring businesses and ask them if you can wash their windows for them ( I would have your parents present for that.) How about baking cookies or cakes? Call up your relatives and parent's friends, let them know that you are trying to raise money, and wanted to know if they would like to buy cakes and cookies from you. Most likely they will say yes.
