does he have to work alone? or is there a group of kids working together? if he is alone then i would suggest that you get him some cookies / candies/ chips etc from a whole sale market ( SAMS Club or similar place) and he sells it to his relatives / friends / parents of friends at a bit of profit ( a bit higher than the actual retail price). most people will pay a nine year old to help out with a good cause. he could call up a local book store or some local popular shop and explain this fundraiser project to them, maybe they will help him set up a counter in their shop to sell tickets and offer a prize on few tickets from the their shop. he can make hand made greeting cards and try selling them. if he is working in a group, they can arrange singing contest and each participant and attendee pays an entry fees. winner can get a home made Blue ribbon :-).

theres the company see's candy and helen grace in south gate i think LA and you can sell candy box's are 20.00 bucks and u sell and make 40.00 bucks profit is twenty but u then put that back and double your money and so on you still have a little time left sell to you neibors and friends and its cool that youre helping ur brother out.....
