I live in England, but need to locate someone born in Houston, TX. How can I go about it?

  You need to tell your pen pal that more info is needed, like next of kin, last known address, etc. Unless you live in Houston this is going to prove to be extremely difficult to impossible, and even if you lived there it's no picnic. Also if this person you're searching for is flying below the radar on purpose for whatever reason, trying to find them could get yourself in trouble. Houston is home to around 4 million people and this is akin to searching for the proverbial needle in a haystack. Your best bet would be to hire a private investigator, online search services are scams. Good luck.
