In Austin there are lots of government institutions that were dedicated in service with animals, and they really need volunteers like you, so I guess its a good start to contact someone in the government and ask them about it.

We've adopted animals from both the SPCA on 183 and Town Lake Animal Shelter ("the pound") and they are both in need of volunteers. Also, try AustinPetsAlive! They are a great group, although they work more on fostering so I'm not sure if they have any staffing opportunities.
