some temporary employment agencies do that for people who are registered with them for other skills like general clerical. Libraries have free computer classes from time to time but do not pay you to attend. GA Works through the labor dept does something a little similar or people drawing unemployment, you get your UC plus a stipend for 10 wks or so working for a co learning new skills. At some tech schools you can get a grant while taking courses

The only way I can see that happening is if you're already employed by a company and they send you out (or bring someone in) for training, while you're paid your salary.
