I am an exterminator, I do this for a living. 1 - Remove ALL bedding, clothing, curtains, towels, stuffed animals, and pillows. Tie them up in garbage bags, wash and dry them on high heat. Place them in NEW CLEAN garbage bags, tie them tight and leave them tied until the infestation is gone. 2 - Remove pictures from walls, take drawers out of furniture, take bed apart. 3 - Place mattress covers over mattress and boxsprings. NEVER remove them. Even after the infestation is gone. A bedbug can go 18 months without eating. 4 - I suggest using the Raid bedbug & flee killer. Spray every crevice of the bed frame, under drawers, cracks in the floor, along the wall where the carpet meets the wall, open electrical sockets and spray inside, spray in globe of ceiling light. 5 - Vacuum extremely well. I suggest cutting up some flea collars and putting them in the vacuum bag before you start. 6 - If you live in a cold area, put luggage containers, shoes, wall hangings, & furniture you cannot spray adequately outside in the freezing cold for at least 24 hours. Also do this with any books, boxes, etc that you have near the bed. Note: Bedbugs are EXTREMELY hard to get rid of. I would highly suggest calling an exterminator and doing all of the steps I mentioned above the day before he arrives. Exterminators have many government regulated chemicals that cannot be purchased by everyday people. These chemicals are specifically designed to inhibit growth & reproduction in the insects.

You really need to get a pest control expert. If you've had an infestation for 10 years it must be enormous. You may be able to isolate the bed and keep from being bitten but that won't address the underlying problem.

Sounds like a job for a pro I'm not sure what pesticides are available in your country but im sure you will have more options than we have here in the UK. A residual insecticide applied correctly should clear the once and for all. I clear bedbugs quite regulally with synthetic pyrethroids.

Nope, they nest everyday, and they do serious plantation, from like a few thousand eggs a day. they keep multiplying, your only way is to get rid of that mattress. they won't go away even if you fogged it.

Everywhere I read it's best to save up for a really good trained pest control person to come and remove the eggs and bugs.
