How do I open a window from the outside?

Anyone know how I can open a tilted tilt and turn window from the outside?

• I'm working on a story where my main character is trying to get into the villains house, through a tilted window. Any idea how to describe such thing? I've done it a couple of time in my house in Germany, but don't know how to put it in words. 'she grabbed through the upper part of the window and pushed the handle down'? If you could give me some ideas of how to phrase this, I'd really appreciate it guys. Thanks so much.

  So that`s why you asked the other question about windows in the UK! Don`t know about the windows in Germany, but as with the previous answer, over here you have to close the tilted window and shift handle again to open like a door. Otherwise life would be too easy for your main character and all the other housebreakers.
