What are my legal rights?

Two days ago my friend's apt. was determined to have mold. She resides in LA County. What are our Legal Rights?

• Two days ago my friend's apt. was determined to have mold. She resides in LA County. What are our Legal Rights? She has been sick the past 6 weeks, going back and forth to the Doctor, who has prescribed medicine for her symptoms but who was not sure of the cause. We are going to contact LA Housing Dept. , CA Dept. Of Consumer Affairs, LA Dept. Of Building And Safety with all our questions and concerns - but for those of you who have already been through this - we would really appreciate your input and advice insofar as how to proceed, what to do and /or not to do - and our Legal Rights. Here are some questions that effect my friend's personal situation - 1) If the LA Co. Inspector/s determine the Mold is a Hazardous Issue - can the Tenant Legally break the Lease and move out right away without penalty ? - and must the Owner help compensate her moving expenses ? 2) Can the Tenant Legally Deduct Rent for the period of time the Unit has been determined to be infested. (The consequence could be an attempt on the Landlord's part to evict, we understand, but it is something she is considering). 3) If it can be medically proven that Sickness was a result of the Mold, is the Tenant legally entitled to be compensated for her medical expenses. 4) Can the Tenant deduct Rent for the period of time it will take to remove the Mold and restore the Unit to a safe living environment should she decide to stay. These are just some of the questions we not sure of the answers to yet and would appreciate anyone's knowledge in these areas of Landlord / Tenant Law.
