New dog park in Florida that has clay soil with drainage/mud issues, we need a solution!?

I attend a dog park in Temple Terrace, FL that recently opened in May. It's a great park, but it's on a hill & the soil contains clay. For the sake of the heat, there are kiddie pools in the park & the dogs absolutely love them, but the clay issue(under the grass) has made it to where the grass gets kicked up and it turns into nasty mud. I think the property might have been cow pastures before hand because the mud smells of cow or elephant dung. To remedy the mud situation, park officials dug an 8x8(roughly) square pit & filled it with stoney gravel. There are 4 wooden planks that are above ground(approx 8in) that keep the gravel contained, and two smaller kiddie pools are placed in the area. This is housed right next to a black-top island with water bowls, a water hose and water fountain(there is no drain on this island from what I can remember). Needless to say, there is still water run-off because the water filters through the gravel and seeps out under the wooden planks. People still have to empty the water every so often because it turns into mucky water, and when they are emptied over the gravel, it just adds to the surrounding muck. It's spreading still, and I'm looking for a good logical solution to present to the city meeting. Something that is reasonably priced(there is a budget), practical, effective, and not a liability. If anyone has any ideas, please let me know! It's greatly appreciated.

They need to give the water a place to go. This could be done with a french drain or maybe a swale. The law requires an erosion and sediment control plan as well as a storm water drainage plan prior to doing any work for developments above a certain size. A park should be well above that minimum size. Sounds like who ever did the work didn't follow the grading plan correctly and the city needs to remedy the problem. Even if everything was done correctly, there is an apparent problem and it needs to be fixed. Good luck with your meeting!
