Do CFL bulbs save money and are they broken if you hear a rattle?

I just bought a cfl light and I had trouble at first installing it because it wouldn't light up right. Then I realized that when i shook the florescent bulb it made a distinct rattle sound does this mean i got a bad bulb and its about to go out? It's a phillips brand.....

What you pay for are the watts. CFL lights save money because you get the same amount of light for less watts. It's broken if it doesn't light up. A rattle could be anything or nothing.
