Does the foam soundproofing material work?

• Does anyone know if the foam (egg crate like) acoustic foam work? I have noisy neighbours and want to insulate a small cupboard where the noise is coming from but don't have much money to do it. Does the foam only work to reduce the noise from my flat or does it reduce noise coming in?

  I have found a noise cancelling method that sometimes works. Point 2 stereo speakers in their direction. Be sure it's NOT their favorite talk radio station or favorite style of music. If this doesn't work, I did read about egg crate material as a viable, inexpensive alternative. I forget where to look. Try asking your local diner or restaurant to save you some. They're about 12 or 14 inches square.
