Answer:
House leeks, pinks, lavender. http://images.google.co.uk/images?hl=en&q=house+leeks&btnG=Search+Images&gbv=2 http://images.google.co.uk/images?gbv=2&hl=en&q=sea+pink&btnG=Search+Images http://images.google.co.uk/images?gbv=2&hl=en&q=lavender&btnG=Search+Images I would avoid periwinkle - it is very invasive and hard to remove once it takes hold. I suggest paying a visit to the alpine section of your local garden centre. They should have a variety of plants there that would look well in a rockery.

How about Heuchera - they are evergreen come in loads of varieties with foliage colours ranging from acid green to dark purple and variegated too - plus they do get flowers in season. - They are low growing with their mature leaves kept close to the ground. Hope this helps

I like the Dwarf Pittosporum for a rockery garden, they're low, compact and evergreen.

you can't go wrong with heathers, especially the ones that go a wonderful shade of red/orange during the winter. They go nice with conifers. How about Lewisia http://images.google.co.uk/imgres?imgurl=http://lh3.google.com/_IuwQQgx4pkc/R8Hb9AgcsVI/AAAAAAAAAdE/gvqnAEv-umQ/s800/16-06-2005%2B016%2BLewisia%2Blongipetala%2Bx%2BPinkie.jpg&imgrefurl=http://picasaweb.google.com/lh/photo/ILgARjmlJFyV85AujJmyBA&h=600&w=800&sz=81&hl=en&start=80&um=1&tbnid=4r7T3AFLK3IaSM:&tbnh=107&tbnw=143&prev=/images%3Fq%3Dlewisia%26start%3D60%26ndsp%3D20%26um%3D1%26hl%3Den%26sa%3DN or Dianthus http://images.google.co.uk/imgres?imgurl=http://www.ces.ncsu.edu/wayne/agriculture/hort/graphics/Perennials/Dianthus.jpg&imgrefurl=http://www.ces.ncsu.edu/wayne/agriculture/hort/GPFWC/Perennials.html&h=300&w=400&sz=46&hl=en&start=27&um=1&tbnid=44cHCRo81mop2M:&tbnh=93&tbnw=124&prev=/images%3Fq%3Ddianthus%26start%3D20%26ndsp%3D20%26um%3D1%26hl%3Den%26sa%3DN always a good ground cover that will fill any space. pretty little flowers during the summer too. Just don't put them under a conker tree lol

pachysandra is good..it's low growing (about 6"), is dark green and sprouts little white flowers when it's time for it to flower. It spreads slowly, though, and works best in partial shade

Heather is evergreen and flowers in the winter!

There are a couple of creeping shrubs of the species Euonymus fortunei that are very nice with multicolored leaves. One is called "Emerald and Gold" (yellow and green leaves), another is "Moonshadow" (green and white leaves). They look great in rock gardens. It comes in other varieties, too. Careful with sedums - some are really invasive. What have you got against conifers? -- "Blue Rug" creeping juniper looks good as ground cover, too. For more shady areas you could have vinca (periwinkle), pachysandra and many varieties of ivy.

if you live in a warm climate, try a ground spreading gravillia, if in a cooler climate try (common name) pigs ear..this thing grows very quickly and gives a dark green lush cover with leaves similar to a succulent and grows well in most soil types
