How many times do you water flowers?

Growing Grass and Flowers (High Altitude and Desert like conditions)?

• I live in what we call a high desert. I am above 6,000 feet and it rarely rains. I haver some grass but most of it is brown and scarce. I am allowed by my city to water 3 times a week. What kind of seeds should I buy? I have some bald spots right by the house and I want to put some flowers there. What are the best kind of flowers to put there? It would be sunny all day. I don't want anything really expensive or hard to keep up as this is my first time planting flowers. Thanks!
