Bump on lower stomach area...how do I know if it's a hernia?

About two weeks ago I noticed a small red bump on my lower stomach. I thought it might just be a pimple in a weird spot. I then went on vacation and noticed it was not going away but getting bigger. I came home and It looks really dried out now and still read..about the size of a quarter. It doesn't hurt except for the skin is a little sensitive. I am afraid it might be a hernia but I don't think I'm showing any other symptoms. I guess I'm just wondering if anyone has seen anything like this or if anyone could help me rule out it possibly being a hernia. Thanks so much!

Answer:
If its a hernia and a new one It would have hurt bad in the begining. So its something else maybe a disturbed hair follicle.
