I had insertive anal gay sex; what are the chances of me getting HIV?

    Very low. You were the giving partner and there's very little chance of his fluids entering your bloodstream. Unless you had an open cut in your penis in which case I would ask what the hell were you doing having sex at all? The receiving partner is at a much higher risk because the lining of the rectum is sensitive and prone to get sore, especially when it's being penetrated by a hard penis.

The chance of the receiving partner catching (no pun intended) a sexually transmitted disease from anal penetration is higher than that of the penetrating partner, so in that sense you have less to worry about. On the other hand, the fact that this guy was unconcerned about it probably indicates that he doesn't have very good sexual hygiene in general, so that the chance of his having something is relatively high. If I were you (i.e., having anal sex with strange guys, which I'm not), I'd go get myself tested. If you did get HIV from this encounter, you won't test positive immediately, it takes time for the body to produce a detectable level antibodies. A reliable test can be done generally about 3 to 6 months after exposure.
