Itchy rash but non visible bumps?

Very tiny bumps on shaft under pulled back skin, not always itchy, same color as skin what is it?

• I have very small almost "microscopic small", bumps on my shaft where you pull the skin back, its closer to the head of my penis it only itches when i sweat or get hot down there but its almost never itchy. The bumps have no color to it they are the same color as my skin except for one small area on my head where it is barely red, almost not even noticeable and the bumps are even smaller there, almost non existent. At first i thought herpes so i checked out pictures and doesn't look anything like that at all, it's not even close. I always use a condom when having sex and have never not used one. It has been almost a year since i have had sex and these symptoms have been coming and going for almost a week now. I wash daily and it doesn't seem to change much, sometimes the redness completely disappears when i do. Im thinking heat rash maybe but idk, looking for some insight if anyone can help out or give me an idea as to what it is/might be that would be great!!! Thank you!!!
