Why are my hands always cold?!?

In the winter, my hands are always cold, even when im under the blankets (not thin). In the summer, my hands are cold, even with the hot air... I've always had cold hands, idk how long ive had them.. Can you [explain] to me as to why my hands are always cold.

could be Raynard's, not sure I spelled that right, but it's where circulation isn't good to the hands and feet and they are usually reddish and cold all the time
