Why is the skin under eyes so delicate?

Why do I have scaly skin and weird texture under eyes?

• I had an allergic reaction to some cosmetics around the eye area. I believe that the allergy is now cleared up but now have milia and scaly weird skin under my eyes. The only way I can explain the way the skin looks is the if you looked in a microscope at the skin you could see all the little lines that the skin naturally has. The lines under my eyes seem like the natural lines of the skin but under a microscope so everyone can see them. This all happened in like 4-6 months. Before I had very smooth skin under the eyes. I am very distressed and have no idea what it could me. It is not natural aging. My skin was fine before the allergy. The scaly skin starts from the inner corner of my eye by the nose and comes out about half to the cheek crease. It is not just milia. The milia has lessened over the last couple of months so I started to notice that it was not just milia but a weird texture too. HELP!!!!!!! Also I am just 30 and look terrible now.
