Why is acne so hard to get rid of?

Why is it so hard for me to get rid of my acne?

• well its not that hard lol.. but the acne always comes back.. is it something in my routine? I use cream cleanser and tamanu oil. Spot treatment is sulfur. On my cheeks where my face goes red i put on a antiredness cream. My whole face is pigmented, and getting more acne is making it worse. How do i prevent it with skincare products? i have like pigmentation and then facial hair. Should i do laser hair removal even though i have rosacea, and pigmentation??
