You can see my hip bones...?

Does this have anything to do with body-fat percentage or just my body shape? Also, which is my correct hip measurement? I feel my hips are higher up then they should be. If I measure right below my hip bones, its 34 inches exactly. If I measure around my butt, it's 36.5.
