Can someone give me the price of this Pokemon Card.?

Ok heres the deal, when i was young i bought a pokemon card for a few bucks and a i want to know how much its worth now. In comes in a plastic case which i couldnt get open when i was younger (thank god cuz if i couldve, i wouldve touched it) but the card has never been touched. Its in mint condition, Japanese Neo 3, (series 9) #251 Celebi (Holo) (R). According to pojo price guide, the card is worth 20$ but other auction sites say around 4$. Hope I helped.
