1- its name is Light and darkness dragon.. 2- no, only negates its effect and loses 500 atk points each time that negates spell, trap, or monster effect.. including yours. when its destroyed and sent to the graveyard u can destroy all cards you controlto special summon 1 monster from your graveyard (except itself cuz it cannot be special summoned)

Pretty Simple i guess: 1. That dragon is Light and Darkness Dragon. This monster is treated as Light and Dark on the field. This card loses 500 Atk / Def for each Spell, Trap or Effect Monster that is activated. When this card is sent to the graveyard, select a monster in your graveyard. Destroy all cards on your field and special summon that selected monster. 2. I think Light and Darkness Dragon will destroy Blue Eyes Shining Dragon because the effect of Light and Darkness Dragon effect says that it destroys all cards on your field and since its not a "target" then Blue Eyes Shining Dragon will be destroyed. Blue Eyes Shining Dragon: It states that any "Spell, Trap, or Effect monster card that targets this card is negated". Light and Darkness Dragon: It states that it destroys all cards, meaning no "target".
