HOW do you GET the little symbols on the key board?

what little symbols are you talking about? If you mean accents on words, there is a whole list of ALT + numbers to get them. There are also key codes of cntrl + combination keys to get them.

For things like the percent sign, hold down the shift key and press and release the key with the percent sign on it, then release the shift key. For obscure things like 'e' with an accent over it, word-processors like Microsoft Word have an 'insert symbol' option. In MS Word, from the Insert menu, select Symbol. A dialog pops up with a block of characters. Click the character you want.
