the FIDE rating system in chess is more of an international rating system and you can gain this rating by playing in major tournaments where people with a FIDE rating are in. I play chess in tournaments and you dont really need a FIDE rating your USCF membership is enough to play in any tournament. But just play in lots of tournaments eventually you'll have played enough FIDE people to get your own FIDE rating.

Play tournaments againsts reated players. You need at least 9 games to enter the FIDE ranking. More info on http://www.fide.com
