When you land on a property that is owned by another player, the owner collects rent from you in accordance with the list printed on its Title Deed card. If the property is mortgaged, no rent can be collected. When a property is mortgaged, its Title Deed card is placed face down in front of the owner. It is an advantage to hold all the Title Deed cards in a color-group (i.e., Boardwalk and Park Place, or Connecticut, Vermont and Oriental Avenues) because the owner may then charge double rent for unimproved properties in that colour-group. This rule applies to unmortgaged properties even if another property in that colour-group is mortgaged. It is even more advantageous to have houses or hotels on properties because rents are much higher than for unimproved properties. The owner may not collect the rent if they fail to ask for it before the second player following throws the dice. could someone please throughly explain the part about unimproved properties

If you own all the properties in a color group, and you have not yet bought any houses or hotels on them, the base rent is doubled. It's just that simple. If you have 1 house on 2 of the properties, but not on the third, anyone landing on the property without a house must pay double the rent. Note that you must build houses evenly on a color group - you can't have two houses on one property and zero on another in the same group.

OK lets say you have all three reds Kentucky, Illinois and Indiana and you have a house of Kentucky and Indiana but not on Illinois you can collect double rent from someone if they land on Illinois but if they land on Indiana or Kentucky you can only collect the regular rent that is due if you have houses on all three then you can not collect double rent for any of the properties

An unimproved property is a set on the board that has had houses or castles placed on it.

You only collect double rent when you own all of the color group is owned but there are no houses on it!!! Hope this helps!!
