What is a good idea for a board game that a 13 year old girl can make herself for fun? ?

  Would help to know what you sorts of things you and your besties like doing together. How simple or complicated do you want it? Do you care for mysteries? There used to be Hardy Boys and/or Nancy Drew game where you navigated around a board picking up clue cards, which relied simply on putting together the first letter of what was written on the card to spell out some clue. There would be a number of different sets of clues, requiring you to collect all of the set to spell it out. With the set of clues you gained access to a new path on the board that took you to a new circuit to collect a new set of clue cards to ultimately gain access to the end path. Along the way you would run into your opponents and can steal clues or bounce them back spaces or lose turns etc. You could use your imagination to fill in some of the background around it. How about a game where you play someone who just woke up with amnesia (or you're an alien) and have to navigate your way around a city. You have to talk to people to find directions or get money or some such help. You would need to develop the types of encounters and people to meet along the way and some generic responses to put on cards. People would send you in the wrong direction, rob you, or take you home and feed you, who knows. It might be possible for players to make up answers before you ask the question based on a guide that suggests whether your answer has to be a positive or negative one. Lots of possibilities.
