How are people who buy screatch-off tickets supposed to know the odds are really fair and legit?(Read below)?

Isn't it EASY for people who program the machines that make scratch-off tickets and pick and choose WHICH tickets they feel like making winners and to choose HOW MANY OR HOW FEW winning tickets they feel like making? I don't know how scratch-off tickets are made. I don't know what the machine looks like or what the prodecure is, but couldn't the people making them simply choose to make ALL of the sratch-off tickets of a certain type of game losing tickets if they wanted to? What's to stop them? Gaming commisions and gaming inspectors? Maybe, but surely those people can't watch them 24/7. They can't be there making sure the makers of those scratch-offs are making the tickets with the reuqired odds and reuired number of winning tickets all the time. As soon as they're not looking, the makers could be making them all losing tickets. And furthermore, whether they cheated the system or not for the people who buy the tickets, what proof would the gaming commisions or inspectors have that they cheated the buyers of the tickets? With slot machines, if the machine was rigged, they could spot it. But with a machine where they could probably just punch in the numbers for the tickets at will, making a losing a losing ticket at will, and then letting it go back to how it normally does its thing, they would probably see the machine is likely just fine and hasn't been tampered with. The makers of those tickets could just type in numbers while laughing and snickering saying how they're ripping people off and then make the machine go back to normal without ever physcially altering the machine, much like slot machines have to be altered to be rigged to cheat. So, do they inspect every ticket to make sure it's a winner before it gets shipped out? if so, how? After the tickets are made, do the little black code numbers of the outside areas of the ticket get read and determine if it's a losing ticket or if it's a winner, it shows how much? But even so, what's to stop them from rigging that machine to give false information? Again, the gaming commision can't watch them every second, so how can we really know we're buying and scratching off tickets with fair odds each and every single time?

Answer:
You seem very offended by all of the EXCELLENT advice you've received. If you really need evidence, then do yourself a favor - KEEP TRACK! If you continue to buy scratch tickets, keep track of everything you spend and everything you win. After a while, I'll tell you exactly what's going to happen. You will find that for every dollar you spend, you will only "win" back around 50 cents! Bottom line - I like nathanvise's line when he said the lottery doesn't need to be rigged. It's already set up to TAKE your money. They more you spend, the more they win. If you don't like that, then you shouldn't waste your money.

What kind of answer are you looking for? If you want to know exactly how they manufacture the tickets, why are you asking on here? Ask the companies that make them. Even if someone who worked at such a company did come on here, and did read you question, and did tell you it could not be rigged, would you believe them? You seem to have it set in your mind that they're cheating you, so wouldn't you just assume they were lying? The only "right" answer in your mind is for an employee of such a company to come on here and tell you that they're fixing the system and you are getting screwed. I mean, I can describe to you a system that could manufacture lottery tickets in a fashion that would be very difficult to "rig." Step one would be to randomize which tickets are winners, and don't even give the computer the option of overriding it, and automatically shut the whole thing down if someone tampers with something. And I could tell you that employees of these types of companies and their families are not allowed to play the lottery anyway, so the only way to get away with such a scam would be an elaborate system of money laundering that would require several levels of safeguards and likely involve several federal crimes, making even trying it not worth the risk unless you could get away with millions of dollars. That's really not what you want to hear though, is it? You just want someone to come on here and tell you that you're getting screwed.

I didn't read all that. I'll just say, if you think the odds aren't legit, all you have to do is track how often you win and compare it to the odds they say. Of course, then you'd have to waste all the money buying those tickets. As for "unfair", of course it's unfair-- it's unfair by definition. You're not supposed to get as much money back from them as you invest into them. All gambling is like that. If it weren't unfair, casinos and lotteries wouldn't make money. They don't need to "rig" anything, because it's already rigged by definition. That's why they're called "SUCKER bets". *Edit* I didn't read because I knew the long explanation wouldn't be worth my time reading. Rude yes, but also true. I'm tired of seeing the same dumb questions every week. The rudeness is a hopeless attempt to knock some sense into you. Yes it would be easy for them to rig it. But they don't because it would be illegal, and their lucrative business would have been shut down by now. I did answer your question, and i DID provide you with a way to gather evidence: compare the promised percentages to the real ones. Just like if you asked, "How do you know if a coin is fair?" You know by flipping it many times and seeing if each side lands about 50%. If you do that, that IS evidence. Do you even know the odds of winning? Are you aware that they're not good? Why are you surprised that you don't win? A conspiracy theory is not needed to explain why you're not getting rich off lottery tickets. The game is designed for you to lose money. That's why they spend money to advertise it on TV, and that's why the commercials are designed to fool you. And it works on plenty of people who aren't capable of rational thought. Then they wonder how they lose, and go on Yahoo Answers to whine about a conspiracy. How bout get a job instead.

They aren't it's how lucky you are to find the winning ticket (it's like finding the golden ticket on Willy Wonka and the chocolate factory)

huckleberry is right. Any gambling system is not rigged. There is no need to be rigged because any game is played at huge risk for players and always in favor of organizers. A thousand times more is true regarding scratch-off tickets in which you have not any control, any possibility to know something previously, you can not use any skill. Nothing. It was invented to exploit humans pleasure and weakness to scratch anything. The officials thought why not to give to these daydreamers the possibility to scratch a tiny piece of paper, nice colored, while they will make a mountain of money. In this kind is made big money,my friend. You reached the phase of bitter frustration in which your head is full of many not working questions. Your long story exposed here has a short answer. It is not gambling inspectors, nor commission. It is one -two persons that decide the percent of winning tickets. Only they know what is inside. It must be some winning tickets{ no more than 1 % } in every package, somebody should to win, otherwise people will stop to buy these tickets. And this is the real their interest. The more people will scratch , the more money they will do

did nor read the whole thing so this answer might not satisfy you first chances to win some decent money on scratch off are the same as in casino slot machine. You have to be on right time in right place. Look how many stores/laundromats/other places sell them now!!! all the winning os 600 or less are tax-free, and high demo (from $10) have higher limit. there is still a chance to get some nice ticket, but don't forget, you have to sign it with SS# and claim in lotto office who will give u a whole winnings but a W2 G form for you taxes-Uncle Sam will snatch back 30 % at least. so is worthy? Up to you. and don't forget this powder that covers the ticket, think it is poisonous.
