Why is the gulf coast water sometimes blue and sometimes green?

Why are some Gulf Coast casinos restricted to the water (riverboat) only and some are allowed on land?

• I know that it used to be that Mississippi banned land based casino that were not on a reservation because certain legislators didnt want to make it appear as though they were really voting for gambling in the state so they tried to say that because it was in the water it really wasnt within the bounderies of the state line. But recently I have noticed that casinos are popping up on the Gulf Coast and they are inland casinos. Have the laws changed? I know for a fact that an Indian tribe had tried to put casinos on the coast but they werent succesful. So I know that these land based casinos arent on any kind of reservation or anything.

  Only the ones on the Gulf Coast are permitted to do this. The change came after Hurricane Katrina. All of the casinos down there were either destroyed or heavily damaged. The casinos really did not want to rebuild on the Gulf Coast and face the possibility of the same thing happening again. So the law was changed to allow them to rebuild on land. Tunica casinos were offered the chance to be included in the change in the law. They declined. If they were to be included, that would leave open the possibility for other casinos to come in and build bigger and better casinos on land.
