Can i hold a raffle for personal benefit?

this is the way a "raffle" works a dinner for two at a fancy-dancy-five-star-restaurant is offered as a prize they might have 1000 tickets at $1.oo each a church is in charge of the raffle profits go to the community...like planting trees...or clothes for the homeless this is a "state" approved function .....if YOU do it for personal gain? you'll go to jail !!.....that's why you don't see the pizza-delivery guy selling tickets....that's why you don't see the mailman selling tickets...why doesn't the dry-cleaner sell tickets....why doesn't burger world sell tickets ??

I don't know, maybe, the difference between illegal gambling and legal gambling is that legal gambling proceeds are heavily turned to the state whereas illegal gambling proceeds are turned to an individual. So if you pay all your taxes on your income just like a casino does then i am sure it would be legal. Country fairs always have little raffle type games, maybe you could look into what they do to keep it legal
