They are predators, hence the reference to sharks. Fish is slang for bad poker players. Those who don't understand the game. Those who make bad plays based on inexperience, ineptitude, and stupidity. A good player will spot these losers quickly (usually within 20 minutes) and will then proceed to use their skill to take their money.
