Is the Cyclone ride at Coney Island still open?

  Definitely not. It has been designated a National Historic Landmark, which means it pretty-much can't be torn down even if the owners wanted to, which they don't because it still makes money for them (the current owners are the same guys that run the new Luna Park and Scream Zone across the street). In fact, I heard somewhere that the new owners want to do something to Cyclone that will allow it to be open all year, which implies they will try to make some sort of roof over it or an enclosure around it.
