Does anyone know how to obtain the Food Service License in Kansas?

I am looking to open my own little restaurant but I have no clue how to get the Food Service License/Certificate. I do know that I would have to go through a bunch of inspections and all that, but I can't seem to get an answer on who to call and how to get started. I would truly appreciate any information that is provided to me. Thank you.
