You are going to have to advertise to get people to your page. I would leave the health department out of it. You are going to be mailing things not serving them in your kitchen. Cleanliness is the most important thing and quality follows close behind. I used to run a sandwich delivery business out of my apartment when I couldn't find a job. Went to 3 apartment complexes and passed out flyers. It worked. I made sandwiches and my friend delivered them on my motorcycle.

It's not the FDA that approves food preparation areas it's your local health department food inspectors. If you live in CA, you can't sell food out of a home kitchen. Consider renting space in a kitchen already approved. There are kitchens in churches, lodges, schools that aren't used for days or weeks at a time. They are probably very reasonable and you may opt to make your perishable ingredients portable in coolers that you store at home, or they may give you some freezer/fridge space. You might even work a deal baking them some goodies for some bucks taken off your rent. It might be cheaper than revamping your home kitchen.

Before you even start doing Any remodeling you need to call the health department and see what the qualifications are for your area. You need to at least have a THREE hole sink any where you go.

I'd look at leasing a cheap commercial kitchen! for the investment you are making it may be a better option, you will need to future proof yourself if this is going to be a viable option. Look for a takeaway bar or similar, they must be plentiful, try find one that is closing down, or one that is struggling, you may be a ble to walk in, take over their lease? You will have to do the drains as well, need sumps etc. IME it's not worth doing it from home, you need a means of distribution with street frontage ( eye appeal) whatever you are making must be accessable, and people may be put off by an amateurish approach.Consumers what confidence in what they are eating, if it looks shabby they will walk. you need to work out a proper business plan, I'm sure you will be able to find resources to help you with this at low or no cost. If you don't do it right you could lose everything. Look up planning laws too, you may not be able to manufacture food in a residential zone? Is it your own home or do you rent? How about testing the market first, getting a job, or going partners in a firm that is already manufacturing homestyle baking? assumptions are critical, test every single assumption, who is going to buy your product? How are you goiung to reach your market? is there a niche for this product? there is a lot involved in setting up a new venture, and it's gotta be worth your while too, have you costed your goods? overheads? Is there any money in it?

It's not the FDA you have to deal with. It's probably your local health department or what ever city or county department governs home food businesses. In my city, food cannot be prepared and sold from a family kitchen. There can be no pets, children and the space has to be separate from living areas. Before you go further, please call your alderman or your county board member for their advice. They can direct you to the proper people to help you get your business up and running. Some municipalities require that you have a food service certification, which involves taking classes and passing successfully. Now is the time to do a little research before your proceed. Good luck.
