Where are the factories that make fish cakes and fish balls?

Fish recipe using cooked minced fish?

• Yesterday I tried to make fish balls by running some cod fillets through the food processer and adding some flour and a little salt. I then boiled them - but it didn't work well. So I am left with a bowl of cooked minced fish The trouble with fish cakes is that I don't have any potatoes - but if you can give me a fish cake recipe that doesn't use potatoes that will be great. Or any other ideas will be most welcome. Thanks so much for your help.

  try mixing some beaten eggs to the mixture, then make the cakes again and fry them: you need something to bind the flour and fish together, you see.
