How can you get a magazine published?

i was wondering how do people get their magazines published? Not getting an article accepted in a magazine but instead writing an entire magazine and getting it published so it would be on the shelves. how would someone go about accomplishing this?

You do not need a publisher but can have it printed yourself. This would be a huge undertaking but the publishing house would also have links to distributing the mag into shops. http://www.selfpublishingmagazine.co.uk/ this site is about books but maybe there is info about mags. see also here http://www.magforum.com/
