Do you have to live in America to be a "Beauty Smartie" in "Seventeen" magazine?

I live in the UK and am currently preparing to become a YouTube beauty guru. I love watching other gurus on YouTube, and have noticed that the new craze is the "Beauty Smarties" campaign "Seventeen" magazine is running. It is basically a section of the magazine, where YouTube beauty gurus share beauty tips and great makeup/hair styles in the magazine. I would love to be offered that opportunity one day, but I've noticed that only the American gurus are appearing in the magazine at the moment. So I was wondering, is it an impossible dream of mine to feature in "Seventeen" magazine? Do you have to live in America to be a "Beauty Smartie" in "Seventeen" magazine? I would be greatful for any answer/contribution to my question! Thanks in advance!
