This really isn't the kind of thing you can do with a 1-2-3 instruction manual. You need to know how to work programs like Photoshop or Fireworks. The cover you envy isn't the greatest, but they did a good job and it's clear that a lot of work went into it. I'd suggest sitting with your graphics-smart friend and just start with a really big photo. Keep a stack of magazines on hand so you can look at how they arrange headlines and try to imitate it.
