How can i publish a magazine?

I'd like to create a local magazine and distribute it. How do i go about getting people to buy ad space and how much would it cost print about 1000 pages. And how could I distribute it.

Answer:
Start out as a newsletter and give it our for free. Than have ppl subscribe to it. If you have a fan base you can expand from a NEWSLETTER to a MAG and start to sell it. JUST AN IDEA. I'm not a expert.
