What is the meaning of the Philippines flag?

What is the meaning of a Green and White stripped flag with yellow emblem?

There is a giant flag that sometimes is displayed in Los Angeles along the 10 freeway close to Santa Monica. Sometimes it's either a US flag or a POW/MIA flag, for a while there was a Green and White striped flag similar to the US flag and in the upper left corner a Yellow circle crossed with Yellow horizontal line. Anyone know the meaning of this flag?
