Does the NGO's get money for thier culturar job from government really?

Yes, NGO's do receive goverment sponsorship, at in my country, but try thinking about it, most NGO's do receive support from goverments, like UNESCO o UN. But I understand your point, just consider that you must be quite a large NGO to receive goverment money, or else you will have to subsist from more traditional sponsors, like peoples donations or companies donations.
