    We could start by returning the "Clinton" Teachers we had during the 90s. There was real improvement then. These were young teachers (often with their first jobs) hired directly into schools to reduce class size. Most teachers do very well (even "bad" teachers) with 18 kids, very few (even the best) can do well with 30. Let the "Charter School" idea play out for a few years. The crappy ones are being closed, and the good ones will continue to be a positive force in any area's educational program. They compete with the Public schools directly, and in many cases force the Public schools to get creative about how they themselves teach the kids. Cap No Child Left Behind. Being that all schools have a level of students that are Special Needs (who are tested though not taught at grade level), the percentage of children to pass for a school to make AYP should stop increasing. Currently it increases every year, and poor schools, even if they're improving, can't keep up with their gap from last year, plus the additional gap created. Mediocre schools are even failing now, and eventually it doesn't matter how good a school will be, if it doesn't turn away all special ed kids, it won't pass NCLB government tests. It's time for the "percentage" needed to be declared successful to become stable. A goal attainable by public schools, even who serve rough communities, with some major effort. Make the curriculum more diverse. That means more money for music, art, sports, clubs, professionals talking about their careers, civics, economics, field trips etc... For real education to take place, we can't just continue to push Reading and Math at the expense of a well rounded, liberal arts education. After all, very few students will grow up being professional readers (writing for a newspaper, etc) or mathematician. (college professors) Many will be Taxi cab drivers, Plumbers, Nurses, Salesmen and Laborers. These jobs are just as honorable as any other, and those people who do these jobs do as much for society as those who do jobs with an intensive reading and math component. What they do need though, since they have as much a vote for Senator, Representative and President as any other citizen, is enough of a well-rounded education, so as to be able to discern the information they're receiving and make informed, adult decisions as voters and participants at the local level. (local political parties, and volunteer activities, etc) The political conversation is constantly held on many subjects, on all levels. Your community may be choosing a budget for it's local community museum, at a state level you may be talking about rebuilding a large road (construction), or changing it to a toll road (privatization, economics) and at the national level you may be talking about social issues like women's rights, or expansion of work visas to foreigners. A citizen must be able to at a base level, understand these conversations on many fronts; hence the necessity for a robust curriculum, with exposure to a variety of topics and experiences.

Keeping the federal government OUT of it might be a good start. States should have the ultimate responsibility when it comes to public education; after all, the states fund the vast majority of the expenses, whether it's sales, income, or property taxes. State governments must fund the schools appropriately. Large class sizes are the direct result of not enough money to pay for another salary. Tenure laws need to be reevaluated since they protect weak teachers who can not be remediated.

I have heard that our school system is based on a model that was designed to educate farm children for factory work. They explained that was why there was a summer vacation to allow the kids to go home to work on the farm. I don't know if that is true, but it does seem that our education system is based on the childs age and not their capabilities. So with that in mind: 1. Create self paced system. Teachers act more as facilitators with greater emphisis on computer based courses. This would allow little jane that is a math genius to take advanced math classes while she takes basic english. Or little timmy sucks at math so he take remedial math while he takes college level spanish. With the price of computers so low, it would be easy to outfit a class room with individual computers and have a private contracter make the courses and update them. 2. If little jane can't master enough courses for college, then at some point the education track should shift towards work related courses that she could qualify for. The military does this now. Seaman jones shows a capacity for engine work, he is taught how to work on engines. Seaman smith shows that he can work with advanced concepts, he is taught electronics or computers. 3. A second orginization be developed to work in conjunction with school for social and sport functions. Little jessica is taking college level math and english courses, but at she gets to play kick ball with other kids her age. Not a perfect system, but I think it would be better for our children. I'm aware there are flaws, but they could be worked out.
